Paul is a senior consultant with Group Nine Risk Consulting, a firm specializing in security risk management, asset protection, and security training. Paul joined Group Nine Risk Consulting following a long and successful military and federal law enforcement career that spanned over thirty years.

Paul was employed by the U.S. Marshals Service (USMS) for 24 years, retiring as a Senior Inspector in March of 2019. During his career with the USMS, Paul was assigned to the USMS Office of Professional Responsibility as an Internal Affairs Investigator. His duties included the investigation of both criminal and administrative employee misconduct as well as the review of all use of force reports submitted by USMS Operational Personnel and Task Force Officers. Paul was the lead investigator on several USMS involved shootings in various jurisdictions requiring investigative coordination with state, local, and other federal agencies. Paul also served as the Chief for the Core Programs at the USMS Training Division during which Paul coordinated a curriculum review committee for the Basic Deputy US Marshal Program resulting in additional training for investigations and tactics. Paul also served as the Chief for the Professional Development Branch and coordinated the USMS National Management Training for Chiefs, presidentially appointed US Marshals, and Assistant Directors.

During his thirty-year career in security and law enforcement, Paul has continually attended training and received the following professional certifications: Federal Law Enforcement Training Center (FLETC) Law Enforcement Instructor Training Program, FLETC Firearms Instructor Training Program, United States Marshals Service (USMS) Less Than Lethal Instructor Training Program, FLETC Use of Force Instructor Training Program, FLETC Basic Tactics Instructor Training Program, FLETC Active Shooter Instructor Training Program, and Law Enforcement Physical Fitness Instructor through the Cooper Institute. As the program lead for the Adjunct Instructor Training Program (AITP), Paul has attended the FLETC Instructional Systems Design Course enhancing my ability to design, develop and implement relevant training for security and law enforcement officers. Paul is also a certified Federal Law Enforcement Training Accreditation (FLETA) assessor. Paul served as an instructor in the High-Risk Fugitive Apprehension program for approximately three years teaching use of force, legal updates for fugitive investigators, building entries, and felony vehicle stops. The FLETC relies on Partnering Organization Instructors and as such, Paul served a year in the FLETC Practical Applications Branch (PAB) teaching use of force, patrol tactics, and monitoring use of force scenarios. His training also includes the Basic Military Police Academy and Basic Deputy US Marshal Academy. Paul is a certified Force Science Analyst having successfully completed the Force Science Training and Exam Requirements involving the science behind human behavior and performance during force encounters. More specifically, Force Science teaches the unbiased truth in scientific realities surrounding human performance under stress, action/reaction time, memory, and decision making, during complex, rapidly unfolding encounters.

Paul earned an Associate in Arts (Criminal Justice) from Palm Beach College where he received the President’s Academic Honor List and was inducted in Phi Theta Kappa (National Honor Society for Two Year Colleges). Paul also earned a Bachelor of Art’s degree in Criminal Justice from Florida Atlantic University (FAU) where he again achieved the President’s Academic Honor List. While at FAU Paul received the William J. Bopp Award for Academic Excellence and was inducted into Phi Kappa Phi (National Honor Society) and Alpha Phi Sigma (National Criminal Justice Honor Society). Paul earned a Master of Public Administration with an emphasis in Justice Administration from Columbus State University. He also earned a Master of Criminal Justice degree from St. John’s University.

Paul has been qualified in both federal and state court on several occasions as a Federal Law Enforcement Investigator and provided testimony in various hearings, grand jury proceedings, and jury trials.
