Dr. Victor Gomez has over a decade of experience delivering medical and occupational health services aboard major international cruise lines, including Azamara, Royal Caribbean, MSC Cruises, and The Apollo Group. He has led onboard medical operations, overseen crew wellness, managed critical emergencies and evacuations, and implemented infection control protocols during Norovirus, Influenza, and COVID-19 outbreaks at sea.

His responsibilities included triage, documentation, emergency preparedness drills, and regulatory compliance. He directed occupational health programs for multinational crews, including fitness-for-duty assessments, health surveillance, and return-to-work protocols aligned with maritime standards.

Through his consultancy, VGMO Colombia SAS, Dr. Gomez advises offshore platforms on health systems readiness, occupational compliance, and emergency medical protocols. He is fully versed in the standard of care for maritime and remote medicine and brings this expertise to U.S. litigation through his expert witness firm, VGA Global Access LLC, supporting cases involving medical negligence, evacuation delays, and occupational illness.

Remote & International Medical Leadership

Dr. Gomez has served as Chief Medical Officer and Health Advisor in remote and medically underserved regions, including Papua New Guinea, Mongolia, and Mali. He provided clinical governance for mining and development operations, oversaw health risk assessments, and led emergency planning and outbreak response in high-risk environments.

In Mongolia, he advised government stakeholders and international partners on COVID-19 preparedness, system capacity, and workforce protection. In Papua New Guinea and Mali, he directed medical operations that integrated emergency, preventive, and occupational care across challenging geographies.

These experiences offer unique insight into triage under constraint, health regulatory navigation, and the adaptability of medical protocols in nontraditional and austere settings—insights that inform his expert testimony in litigation involving care delays, workplace injuries, and infrastructure failures.

Dr. Victor Gomez is the founder of VGMO Colombia SAS, a consultancy supporting offshore, maritime, and industrial health operations with services including evacuation protocol development, outbreak response planning, and occupational health system audits.

He is also the founder of VGA Global Access LLC, through which he serves as a retained medical expert witness in litigation involving medical negligence, standard-of-care disputes, and failures in remote or maritime care delivery.
